There is a transparent circle at the bottom of my screen with my cursor in it and my touch screen is mainly unresponsive

QUESTION:

There is a transparent circle at the bottom of my screen with the mouse cursor in it and my touch screen has become mainly unresponsive.

Concerning the cursor, I have followed some instructions I found stating that "USB input device" under "Human Interface Devices" in Device Manager should be disabled. This seems to have solved that issue but can I leave it disabled or will something not work?

Concerning my touch screen becoming mainly unresponsive, sometimes I can scroll in my Firefox browser and very occasionally I can tap the screen to access something but not normally.

My laptop is a Sony VAIO
Product Name: SVT1312B4E
ModelSVT131A11M
Any help would be much appreciated?

SOLUTION:

Have you tried to boot it to safe mode and check if the issue still persist? Of course, something will not work when you disabling the USB input device under human interface devices. Kindly check out this link for more troubleshooting steps,
