SOLUTION:
You can only upgrade an operating
system to Windows 10 Pro if the
previous version is Windows 8.1 Pro
(or Windows 8.1 Pro for Student). You
cannot upgrade and 8.1 to 8.1 Pro. You may contact Microsoft regarding this.
